As of October 25, 2017, the Omro Board of Education adopted the model of Board Policy Governance as a way of governing itself and the School District of Omro. Operating under a results-oriented approach provides the Board a way to oversee the District’s vision of progressively leading, being engaged in learning, and having a commitment to district-wide growth. Leading within the board policy governance model requires perseverance and a proactive decision-making approach as it challenges the status quo of how traditional boards operate in order to achieve its ends (results). Board Policy Governance adheres to the following concepts:
There is an established linkage model. Specifically, the linkage is as follows:
Community-Board-Superintendent-Staff-Students. This linkage encourages healthy boundaries and places expectations on staff and the Board to do their specific work rather than get into the responsibilities of one another or day to day business of the district.
The Board speaks with one voice or not at all. This is done with the superintendent or the Board itself, not with individual staff members. The board cannot operate as one body and one voice if individual people are working in the background for individual purposes. This sort of work is detrimental to an organization as it breaks down trust and communication.
Board decisions are based in policy. The Board creates and monitors the decisions of the superintendent and the board based off of the policies they have created. These range from “Ends” or results for the education of our students to delegation and executive limitations. Additionally, the policies govern the monitoring of these policies which is done on a regular basis.
